The United Arab Emirates is a major destination for Irish professionals, particularly in construction, engineering, finance, healthcare, and technology. The UAE has specific and rigorous requirements for document authentication that differ from the Hague Apostille process.

Why UAE Document Requirements Are Different

The UAE is not a member of the Hague Apostille Convention. Instead, documents for the UAE must go through consular legalisation (attestation). This involves multiple steps and multiple authorities. Failure to complete any step will result in rejection.

The Legalisation (Attestation) Process

Step 1: Notarisation

Your documents are first notarised by an Irish Notary Public. This is the foundation of the authentication chain.

Step 2: Department of Foreign Affairs Authentication

The notarised documents are submitted to the DFA in Dublin. Rather than issuing an apostille, the DFA authenticates the Notary Public's seal and signature for non-Hague countries.

Step 3: UAE Embassy Legalisation

The DFA-authenticated documents are submitted to the Embassy of the UAE in London (the UAE does not have an embassy in Dublin). The embassy verifies the DFA's authentication and applies its legalisation stamp.

Step 4: MOFA Attestation (if required)

Once in the UAE, documents may need further attestation by the UAE Ministry of Foreign Affairs (MOFA), depending on the purpose and emirate.

Common Documents for the UAE

  • Degree Certificates and Transcripts: Required for employment visa applications. UAE employers and the Ministry of Human Resources require authenticated educational qualifications.
  • Marriage Certificates: Required for spousal visa applications and family residence permits.
  • Birth Certificates: For child visa applications and family residence permits.
  • Police Clearance Certificates: Required for employment visa applications.
  • Powers of Attorney: For property transactions, business management, and legal representation.

Employment and Visa Documents

If taking up employment in the UAE, your employer will typically require:

  • Attested degree certificate(s)
  • Attested marriage certificate (if bringing your spouse)
  • Attested birth certificates for children
  • Police clearance certificate from Ireland
  • Medical fitness certificate (usually obtained in the UAE after arrival)
